Strategic Framework & Action Plan
Planning Framework & Action Steps for Addressing Housing Instability in Summit County
The Summit County Continuum of Care (SCCoC) conducted a year-long effort to create its first comprehensive plan focused on reducing housing instability in Summit County. This plan was developed with input from local and external subject-matter advisors and included both a multi-year framework and a one-year action plan outlining how the SCCoC would address local housing challenges.
The planning process produced:
- A multi-year framework that provided guidance for agencies and partners working on housing-related programs and policies across Summit County.
- A near-term action plan for SCCoC leadership, staff, and partner agencies that outlined immediate steps for improving housing-related outcomes.
- A guiding reference point (“North Star”) for organizations as they shaped or revised their own plans and programs.
Planning Timeline
The goal of the Summit County CoC was to reduce and resolve housing instability for people throughout Summit County. Input from service providers, local leaders, advisors, and residents with direct experience was essential to creating a plan that was workable and effective.
